Justice Marva McDonald Bishop Makes History as Jamaica’s First Female President of the Court of Appeal

Hon. Justice Marva McDonald Bishop was sworn in as the President of the Court of Appeal on Thursday, July 18, becoming the first woman to hold this prestigious position. The ceremony, held at King’s House, was presided over by Governor General, His Excellency the Most Hon. Sir Patrick Allen.

The ceremony was not only a momentous occasion due to Justice McDonald Bishop’s groundbreaking appointment but also because she was honored with the Order of Jamaica (OJ) during the swearing-in and investiture ceremony. She succeeds Hon. Justice Patrick Brooks, who recently retired.

Governor General Sir Patrick Allen, in his address, emphasized the significance of the event, calling it a pivotal moment in the nation’s judiciary landscape. “The judiciary is the cornerstone of our democracy, ensuring that our laws are applied fairly and justly. It is through the diligent work of our courts that the rights of our citizens are protected and the principles of our constitution are upheld,” he stated.

Sir Patrick praised Justice McDonald Bishop’s exemplary career, noting her high standards of judicial excellence, integrity, and impartiality. “Her profound legal acumen, coupled with her unwavering dedication to justice, has earned her the respect and admiration of her peers, the legal community, and the public at large,” he added.

Prime Minister, the Most Hon. Andrew Holness, also addressed the gathering, highlighting the historic nature of Justice McDonald Bishop’s appointment. He lauded her journey from a prosecutor in the Office of the Director of Public Prosecutions (DPP) to her roles in the Supreme Court and subsequently the Appeals Court in 2014. “Justice McDonald Bishop, I am confident that under your leadership the Court of Appeal will continue to uphold the highest standards of judicial excellence,” Mr. Holness said, while also extending gratitude to Justice Brooks for his distinguished service.

Leader of the Opposition, Mark Golding, echoed these sentiments, praising Justice McDonald Bishop’s reputation for erudition and her judgements, which he described as exemplary. “I want to congratulate you heartily on this momentous occasion,” he said.

In her response, Justice McDonald Bishop underscored the importance of vision and collaboration within the judiciary. “Providing a clear vision and direction, and fostering communication with all stakeholders, are essential,” she remarked. She also emphasized the need for strong relationships with other branches of government and the legal community.

The historic swearing-in ceremony was also addressed by Minister of Justice, Hon. Delroy Chuck; Chief Justice, Hon. Justice Bryan Sykes; and Hon. Justice Patrick Brooks.
