Rwandan President Paul Kagame has appointed Juliana Kangeli Muganza as the new Deputy Chief Executive Officer of the Rwanda Development Board (RDB). Muganza steps into the role following her tenure as Deputy Director General of the Cabinet at the Office of the President, replacing Nelly Mukazayire, who was recently appointed Permanent Secretary of the Ministry of Sports.

Juliana Muganza’s new role comes at a critical time for the Rwanda Development Board, which plays a central role in attracting investment, fostering business growth, and managing the country’s economic development. With her extensive background in policy analysis and international business, Muganza brings a wealth of experience to her new position, ensuring that she is well-prepared to drive RDB’s vision of positioning Rwanda as a leading business and investment hub in Africa.

Prior to her new appointment, Muganza served in various high-level capacities within the Office of the President since 2014. She started as a Policy Analyst and later rose to Senior Analyst, contributing to the development of key government policies and strategies. This wealth of experience within the top echelons of Rwanda’s leadership provides her with a unique perspective on the nation’s policy landscape, positioning her to lead with insight and precision.

Muganza’s experience is not limited to Rwanda. She has a strong international background, having worked as a Program Coordinator for the West Philadelphia Financial Services Institution in the U.S. from May 2013 to May 2014. This experience broadened her understanding of international business and financial services, which are crucial elements of her new role at RDB.

Her academic credentials are equally impressive. She holds a Master’s degree in Public Policy from the prestigious University of Oxford and a Bachelor’s degree in Business Administration, specializing in Economics and International Business, from Drexel University. These qualifications highlight her commitment to public service and economic development, both at home and abroad.
